When you expect to receive or wish to send an international shipment using UPS services from or to a country outside the European Union, according to the current legislation you will have to perform certain procedures for customs clearance of your shipment.

2. List of the minimum set of documents that must be submitted for customs representation by IN TIME Ltd. for regular export or regular import.

Regular exports:

  • Commercial invoice for the goods in the shipment.
  • Packing list of the goods in the shipment.
  • Document for the acquisition of the goods in the shipment – it could be a declaration of the manufacturer, invoices for purchase or a customs declaration for import.

Regular imports:

  • Commercial invoice.
  • Document confirming the order of the goods.
  • Document for the money transfer to the vendor.
  • Payment orders for customs duties due (duty, VAT).
  • Certificates and permits – if necessary and depending on the type of goods.

For the purposes of customs clearance of your shipment, you may need to provide additional documents required by the customs authorities.

3. Free circulation with a reduced data set.

The simplified customs procedure allows In Time to carry out the customs formalities for you by submitting a customs declaration EAD with a reduced set of data under column H7 to the Customs Agency and paying the VAT obligations for the goods in your shipment on your behalf and at your expense.
The VAT due for importing the goods in shipment should be paid by you in advance to IN TIME OOD, before submitting the prepared EAD to the Customs Agency.

The simplified import customs procedure can be applied if the following conditions are met simultaneously:
• The goods in the shipment have a cost value not exceeding the BGN equivalent of 150 euros;
• The goods in shipment are not excise goods and do not require a special import regime;
• The goods in shipment are those for which a special regime for distance sales of goods originating from third countries or territories (IOSS) has not been applied;
• The goods in shipment are not prohibited for free circulation on the territory of the country;
• The recipient of the shipment is a natural person or a legal entity established on the territory of the country.

The necessary documents you should provide for free circulation with a reduced set of data for your shipment are:

• Documents proving the value of the shipment contents – order (order confirmation);

• Documents proving the payment of the shipment contents value – PayPal/Swift or bank statement;

For the customs purposes clearance of your shipment, you may need to provide additional documents requested by the customs authorities.

Processing of personal data – Data by power of attorney or for the purpose of authorization

If you chose us as your customs broker, for the purpose of customs representation it is required that you authorize us with an explicit power of attorney, which may indicate your data such as PIN (government issued Personal Identification Number), EORI number, official identity document number and validity of the identity document.

The necessary documents for customs clearance of shipments, where all duties and taxes are paid by the sender, are the following: completed and signed Power of Attorney (POA), EORI number, correct description of the contents of the shipment in Bulgarian language. The customs clearance and release of shipments is completed within 10 working days after all necessary documents have been provided.
