What is the simplified customs procedure?

The simplified customs procedure is a special regime for declaring and paying the Value Added Tax on imports of goods, in cases when the sender / seller is not registered under a one-stop shop (IOSS).

In case the sender / seller is not registered under IOSS, VAT is due by the receiver of the shipment and should be collected by IN TIME Ltd. before its delivery.

The simplified customs procedure allows In Time to perform the customs formalities for you by submitting a simplified customs declaration (EAD) with a reduced set of data in column H7 to the Customs Agency and pay the VAT liabilities for the goods in your shipment on your behalf and at your expense. For this purpose, it is necessary to authorize In Time Ltd. as your customs broker.

The VAT charged/applied to the imported goods contained in the shipment is due and should be paid by you to IN TIME Ltd. in advance, before submitting the prepared EAD to the Customs Agency.

The simplified customs procedure for import can be applied by In Time Ltd. if the following conditions are met at the same time:

  • the value of the goods in the shipment does not exceed the BGN equivalent of 150 EUR.
  • the goods in the shipment are not subject of excise duty and do not require a special import regime.
  • the goods in the shipment are those for which no special regime for distance selling of goods originating in third countries or territories (IOSS) has been applied.
  • the goods in the consignment are not prohibited for release for free circulation on the territory of the country.
  • the consignee of the shipment is a non-taxable private person, or a taxable legal entity established on the territory of the country.

List of the minimum set of documents that must be submitted for customs representation by IN TIME Ltd. for regular export or regular import.

Regular exports:

  • Commercial invoice for the goods in the shipment.
  • Packing list of the goods in the shipment.
  • Document for the acquisition of the goods in the shipment – it could be a declaration of the manufacturer, invoices for purchase or a customs declaration for import.

Regular imports:

  • Commercial invoice.
  • Document confirming the order of the goods.
  • Document for the money transfer to the vendor.
  • Payment orders for customs duties due (duty, VAT).
  • Certificates and permits – if necessary and depending on the type of goods.

For the purposes of customs clearance of your shipment, you may need to provide additional documents required by the customs authorities.

 

Processing of personal data – Data by power of attorney or for the purpose of authorization

If you chose us as your customs broker, for the purpose of customs representation it is required that you authorize us with an explicit power of attorney, which may indicate your data such as PIN (government issued Personal Identification Number), EORI number, official identity document number and validity of the identity document.

The necessary documents for customs clearance of shipments, where all duties and taxes are paid by the sender, are the following: completed and signed Power of Attorney (POA), EORI number, correct description of the contents of the shipment in Bulgarian language. The customs clearance and release of shipments is completed within 10 working days after all necessary documents have been provided.

In case you want us to perform the customs formalities for you at the Customs Agency, you should provide us with the following documents: completed and signed power of attorney (POA), EORI number, correct description of the contents of the shipment in Bulgarian language, order confirmation (order), copy of Pay Pal / Swift payment or the payment order from the bank statement. The customs clearance and release of shipments is completed within 10 working days after all necessary documents have been provided.
